Combine the May 2015 General Election with an in/out EU referendum on one ballot paper
The UK public have never had a vote over the EU as it stands today, and no Prime Minister or Political Party should be left making the decision on whether the British People get one.
So take the decision out of the political arena and put it directly in the electorates hands as an "independent referendum" during the General Election when non of them have the control or responsibility.
So on the General Election Ballot Paper add the Question " Should Great Britain be in or out of the European Union". With a legal requirement committing the incoming Government to remove us within the life of the next parliament if that is the will of the people.
