The financial state of the country should not affect the integrity of social services, affecting those they look after.
Care leavers have been promised several things by the council in the run up to becoming a care leaver, and have since had many promises revoked because the government has cut all budgets, I think it is fair a law needs to be in place that will protect the children in care now who are going to receive false promises by their government, to ensure they are either not lied to or the promises made are kept. Quite often the care leavers will have no one else to fulfill these promises unlike normal families.
