Make theory test/dvla registration/insurance requirement for all road users
Bring in legislation to require all road users including cyclists and e-cyclists to have a valid theory test certificate, insurance and be registered with the dvla for identification purposes.
Mandatory theory test regardless of type of vehicle.
Legal requirement to register with dvla for all modes of travel on the roads.
Legal requirement to have to insurance for all modes of travel on the roads.
