Police to be equipped with and authorised to use Non-Leathal arms during riots.
The police should have the use of non-leathal weapons and be authorised to use such weapons to control riots when there is a serious threat to property, or where lives are endangered. This would also provide a greater, significant deterrent against riots.
Weapons could include water cannon, CS gas canisters and pepper/rubber bullets.
