Additional Information

Fines on banks should be money put back into the countries coffers to help pay off the countries debts.
E.g the latest large fines of £1.5 billion concerning currency manipulation should not be given away to dubious "causes" but given back to the taxpayer as many of these banks had taxpayer funded bailouts.
