Allow Refuse Collection Loaders To "Ride The Wagon"

What I'm proposing is the marginal slack in the current Health and Safety law that states no person is allowed to ride in the outside of a moving lorry, allow the Refuse Collections to ride the wagon as long as the distance is no more than 500 yards and the lorry is travelling under 15MPH,
