I as English taxpayer resident in the United Kingdom and the undersigned propose
Get rid of the Barnett Formula and allocate the Identifiable Public Expenditure in an equal per head share basis between all the citizens of the UK
The spending by country is influenced by the Barnett Formula is designed to provide the devolved administrations with a population share of any increases in comparable spending by Uk departments
PESA shows that
In 2012-13 England, Scotland, Wales and Northern Ireland have approximately the same percentage of identifiable expenditure as in 2011-12.
In England, it was £8,529 (3% below the UK average).
This compares with:
Scotland: £10,152 (16% above the UK average)
Wales: £9,709 (10% above the UK average)
Northern Ireland £10,876 (24% above the UK average).
Out of just under £560 billion of identifiable spend in 2012-13 England accounts for £456 billion, Scotland £54 billion, Wales £30 billion and Northern Ireland £20 billion.
