Introduce variable rates of VAT for foods. Healthy foods could attract zero or even negative rates of VAT. Those containing high levels of fats, sugar, or highly processed foods could attract much higher levels of VAT. This is required to diffuse and/or fund the obesity and diabetes timebomb we face
