HGVs on dual carriageways and two lane motorways

Additional Information

Ban all HGVs from the outside lane on dual carriageways .
This would reduce emissions as vehicles would not try to out power each other and greatly improve safety and congestion on major roads.
Derogation would have to given to pass tractors but not each other
