An 'Opt Out' scheme for cigarettes & smoking.
An outright ban on smoking is an unrealistic approach, an 'opt out' scheme is a realistic solution.
Just like an individual can request to be banned from gambling institutions due to an addiction; The same approach can be implemented to quit smoking.
This gives people a choice on if they do decide to give up, to simply request online or in store, to not be sold any tobacco, a national database saves this request and pushes the smoker to quit.
Support will be needed from all tobacco agents to join & share this information. The finer details can be implement if we can gain enough support. I hope.
