Make balaclavas and face coverings in public illegal.
Ban them. Make them a criminal offence in public. for no apparent reason.
Because identity of criminals could be hiding behind the mask or anyone, it might also hide the identity of a criminal or person that has commited a first crime or someone breaking the law actively...
