Stop people from pulling out of house sales once an agreement has been reached.
Moving house is very stressful for everyone involved. There should be a rule requiring either a 10% deposit upon offer acceptance or a clause allowing withdrawal only under extreme circumstances.
Scotland has this in place, and as a united nation, England and Wales should be the same. With the amount of distress caused when a sale falls through, the mental health of those involved may negatively impact the NHS.
