Give every citizen the right to build their own house, once, on their own land.
Legislate that every citizen has the right, once, to build or create their own property on their own land, without requiring permission from any local authorities, subject to meeting building regulations and council tax requirements.
The government should not have the right to stop citizens from creating their own residence, should the citizen wish to, on their own land. Local authorities should not be able to stop citizens from loving debt free in their own way.
