Let police officers retain their warrant cards on retirement.
There are around 150,000 serving police officers in the United Kingdom, and around 150,000 retired police officers. Even if only some of the retired group were to be prepared to carry a "retired officer" warrant card, it could still provide a significant increase in the police presence in local communities.
