Children being handcuffed

Children under the age of 13 or under five feet 2 inches should not be put in metal handcuffs with hands behind their backs and put in cages in police vans.there are Velcro handcuffs available to be used, but it is barbaric to arrest boys in that way. The government has to stop brutal treatment of children.
