EEA Winter Fuel Allowance should remain for Mainland France expats

Additional Information

It would seem that if one were to include British overseas properties in the temperature test then no-one in the UK would qualify for Winter Fuel Allowance. Therefore, it is not only unfair to include French overseas properties to calculate temperature but it would appear to be abusing EU rules on the Winter Fuel Allowance being enshrined as an Old Age Benefit. Please recalculate French temperatures using only France Mainland temperatures.
