Fair allocation of traffic and parking fines to prevent abuse.
It is a fact that local councils generate millions of pounds each year in parking and traffic offence fines.
It is reasonable to assume that decisions on enforcement, positioning of cameras, targets for enforcement officers and other methods of enforcement are not nessecarily for the greater good, and are affected by profits that their practices can generate.
It is proposed that money generated from parking and other traffic related fines, is distributed by central government based on another relevent factor such as number of constituents, number of households or simply where that money is required.
It is unfair that the local councils who are better rehersed at catching law-breaking drivers should profit directly from it.
This change is in an effort to seperate the need for fair regulation of parking and minor road traffic offences, from the desires of local councils to generate a larger income streams.
