Charge anyone who mis-uses 999

Additional Information

A charge should be implemented for anyone who rings the emergency number for non emergency assistance. Technology is able to register numbers of anyone using the service. No doubt some would say this is another attack on invading privacy, I disagree as it would be of no concern to those who use the service correctly.
