Send in the army to quell riots in the UK
Ensure the army is mobilised to assist the emergency services [police,fire,ambulance] within 24hrs of rioting breaking out anywhere in the UK. Allow reasonable force to be used to ensure lawfulness is restored. Ensuring reasonable force is clearly defined and publicised so that persons participating in breaking the law cannot later claim damages for the consequences of their unlawful actions
