Abolition of Registration-Specific Parking Tickets

Abolish the local council parking-ticket machines that require a vehicle registration number that means you cannot give time-valid (time remaining) tickets to another individual.

The money is tendered to effectively rent a parking space allocation for a time period - not the individual vehicle. This is yet again extortion on the part of the council in addition to not giving change, allowing top-up tickets or pro-rating the parking ticket allocations on actual time used.
