Hold a referendum to decide if the voting age can be reduced to 16.
Agree to hold the referendum and be bound by the outcome.
The referendum is required to ensure that any change in the effective constitution of the UK carries the support of the majority of the electorate. This is consistent with the treatment of the EU (both on entry and exit) and the introduction of proportional representation in 2011. The fact that only 20% of the electorate voted for Labour in 2024 means that a broader consensus is required be for such significant constitutional change in required.
