Empower local authorities to manage second-home ownership

Additional Information

A person wishing to purchase a residential property for use other than their primary dwelling place will need to apply for planning permission from the local authority before the sale completes. The local authority could reasonably withhold permission where, in its judgement, the problem of second-home ownership has a detrimental effect on the proper functioning of the local housing market.
