The law and practice relating to licences for animal procedures should, subject to anonymity for experimenters and the protection of intellectual property rights, be based on the principle of participation. There should be (1) full publication of all results, whether positive or negative, of, and all data recorded on, such procedures at least in electronic form; (2) full public electronic consultation before authorisation about the purpose, procedures, monitoring, degree of suffering and living conditions of the animals; (3) permanent public availability of all licences, and reports by ASPA inspectors.
