Regulate the dog walking industry.
Have a regulatory body put in place, for all within the industry to conform to.
Have controls in place for dog walkers regarding certifications they should possess, number of dogs they can walk, mandatory disclosure, mandatory pet first aid training, must have public liability insurance in place and paperwork.
