Not introduce changes or additions to the methods used to generate revenue for the ruling party without debate and vote of approval
Because the current rules allow the Chancellor dictatorial powers

The Chancellor of the Exchequer cannot unilaterally impose new taxes. All changes to taxation must be presented in the Budget statement to the House of Commons and then debated.
