Grant potential university students with Discretionary Leave to Remain with access to student finance

Additional Information

Currently a student that has been granted Discretionary Leave To Remain in the UK is not eligible for student finance. This doesn't take into account if they have spent their entire school history and informative years in the UK. This is very unfair and they may possibly have to wait 6 years before they can have access to student finance.
