Create "opt-out" donor list

Additional Information

Instead of the "opt-in" system, which many people are unaware of/forget to sign up on, it would be better to have an "opt-out" system. Preferably one that NOK can't override. This system is in place in other European countries and as such they have much higher donor rates.
