nursery transport is not a private hire vehicle

we are being told by our local council, barrow borough council that we fall in to the private hire policy. this means the nursery's in the area will be charged a large fee to offer a free pick up and drop off service for vulnerable children to and from home/ school and nursery. we do not charge a fee to cover this and the fees the council want to charge us is so high it would resort to us loosing our mini van and making the children walk the distance in all weathers.
we are not taxis and do not want to operate as one so why do we have to pay to register like they do?
we accept we will have regular mots and staff checks for suitability to ensure the children's and general public safety comes first but why do we need to pay the council 100s of pounds per year to display taxi licences and discs?
