Student voting to be in home area and not location of study

Additional Information

Students should not vote where they study. Since students are a significant but transient body they can can have a decisive effect on an election but then they leave the area and leave the locals to cope with result of their action. With the ascent of postal voting and possibly electronic voting, this should be easy to implement.
