Require Article 4 direction to be implemented throughout Leicestershire.
Remove permitted development rights so that full planning approval through the Council is required to convert a family home into a HMO.
The loss of family homes to HMOs is unbalancing communities, increasing parking pressures, waste problems, and strain on local services. Requiring planning permission for all HMO conversions would protect family housing stock, support sustainable communities, and ensure decisions are made with proper democratic oversight.
