Fine companies for leaving lights on unnecessarily

Additional Information

Walk around any city at night and at the weekend and you will see most offices and shops with lights on numerous floors left on completely unnecessarily. Reducing this by imposing fines on offending companies would have a hugely beneficial impact on energy consumption and our carbon footprint at no expense to anyone.
