erect screens at motorway incidents to STOP rubber neckers

I am constantly being delayed on motorways due to rubber neckers nosing at incidents that occur on the opposite side of the motorway.

I was delayed the other day for approximately 30 minutes at junction 11 on the M1 North by inconsiderate, nosy driver’s rubber necking at a southbound incident.

My question is WHY is this allowed?

WHY aren't these drivers penalized for their actions?

WHY doesn't the so called ‘Safer Roads Team’ keep these vehicles moving and prevent such congestion.

Or maybe an excellent idea would be to erect a screen around the incident to stop this happening.

I want the government to take this suggestion seriously and have it passed in parliament. These drivers are just as much an hazard to road safety as drivers who speed, yet these drivers are penalized all the time lining government pockets.
