We would like our representatives in parliament to determine a clear, tangible definition of the below:
-English
-Scottish
-Welsh
-Irish

Are they distinct ethnic groups present on these isles for 1000+ years? or are they words to describe anyone born within these borders?

Additional Information

The outcome of the discussion is completely irrelevant but the discussion itself with give the public an insight into how our representative think about the subject.
I believe that this insight will help people decide which party they should get behind going forward.
