No Tenant or Leaseholder must be expected to pay for parking on the estate on which they own the tenancy or leasehold. Where parking spaces are available these will be offered on a first come first serve basis. Tenants & Leaseholders cannot be issued with parking fines on an estate that they live on and pay for
