Enable only driving test applications from provisional licence holders.
Enable provisional licence holders only to apply for one driving test using their licence number rather than people/ orgs buying lots and selling at a profit
Very difficult to get a test and lots of scams out there with fraudulent activity

The Government e-Petitions Team gave the following reason:
On 12 November 2025, the Secretary of State for Transport, Heidi Alexander announced the outcome of the consultation to improve car driving test booking rules. This includes only learner drivers will be able to book and manage car driving tests.
