Couriers leaving parcels unattended

Additional Information

I would like to start a petition banning couriers from leaving parcels unattended (ie in back gardens, bins, by front/back doors etc). This leaves the parcel open to be stolen.

I would like it to be made illegal for couriers to do this and they must leave a note and either take it back to depot for redelivery or deliver to a neighbour if unsuccessful.
