Learners drivers must pass a Highway Code test before being granted a provisional licence.

Additional Information

Driving without a basic knowledge of the rules of the road and road signs is potentially very dangerous.

I PROPOSE THAT ANYONE WANTING TO LEARN TO DRIVE MUST MUST PASS A WRITTEN TEST, BASED ON THE HIGHWAY CODE, BEFORE THEY ARE ALLOWED TO APPLY FOR THEIR PROVISIONAL LICENCE.
