Petition Details

From April 2028, the UK Government plans to introduce a mileage-based road tax of 1.5p per mile for hybrids, alongside Vehicle Excise Duty. Hybrids will also keep paying fuel duty when using petrol, meaning they are taxed twice, through fuel duty and the new mileage levy on all miles driven.

Additional Information

We feel this approach penalises hybrid owners who already pay fuel duty. Most hybrids use electric power for only a small share of their mileage (often 10–20%), yet the levy applies to all miles, not just electric ones. We believe this is unfair and discourages low-emission vehicle adoption, undermining the UK’s net-zero goals. We call on the Government to apply the 1.5p per mile levy only to electric miles driven, not total mileage, and ensure transparency and fairness in how hybrid mileage is calculated.
