Petition Details

UK birth registration creates a legal identity used for rights, services, and duties, yet the process is unclear. Citizens need plain guidance on what a legal person is, how it relates to the living individual, what rights follow, how data is used, and how laws interact. Transparency is vital.

Additional Information

We are not asking to abolish birth registration or statutory law.
We are asking for:
1. A public review of the legal identity framework
2. Clear, accessible guidance explaining:
• The meaning of “legal person”
• The purpose and implications of birth registration
• How identity interacts with rights, responsibilities, and consent
3. Improved transparency so parents and citizens can make informed decisions
4. A public information notice issued by the Government to improve understanding
