Remove NPPF Paragraph 11(d) and Footnote 8 to Help Protect Green Spaces
Remove Paragraph 11(d) and Footnote 8 from the National Planning Policy Framework to help stop developments proceeding where they may be contrary to local plans. This would help restore a genuinely community-led planning system and strengthen protection for green spaces.
These rules can make it harder for communities to protect green spaces, which are vital for food production, wellbeing and climate resilience. We think removing them will not harm housing delivery: there are a million empty homes, major brownfield capacity, and developers already hold many unbuilt permissions. The issue in our view is affordability, not land supply.
