Scrap 5-year IPP licence cutoff & mandate victim support at release
Mandate specialist trauma support for victims during offender release. Automatically convert 'No Contact' licence conditions into permanent Civil Restraining Orders. Scrap the automatic 5-year termination of IPP licences to ensure high-risk offenders are monitored and victims are protected for life.
Offender release can be a trigger for severe mental health decline, yet specialist support is scarce. The new 5-year IPP legislation creates a 'safety cliff': if a licence is terminated, vital 'No Contact' conditions vanish, leaving victims vulnerable to high-risk offenders without police monitoring. Protection should not have an expiry date. The state must prioritize guaranteed, lifetime safety and trauma support over administrative timelines to prevent further tragedy.
