A report was published 21 October 2025 by a person bearing the exact same name as myself Richard Kelly

This report here: https://researchbriefings.files.parliament.uk/documents/CBP-9554/CBP-9554.pdf discusses the usage of privileges & claims that misleading the House is a breach of privilege.

Additional Information

The Report also frames that decisions in the past were made to reduce the number of claims as a matter of priority or frivolous nature. This is entertaining, given that compared to the 19th century the 20th century had dramatically low levels of paper petitions per year.

Parliaments exist to redress grievances as much as for amending & strengthening the laws. Yet the public have been gradually excluded from challenging corruption, our privileges now being disregarded near obsolete. Neutalized
