Did changes to procedure of Privilege Claims give the Speaker a NEW privilege?

Petition Details

This report here cited changes to the procedure of how privileges claims for members are presented to the house: https://researchbriefings.files.parliament.uk/documents/CBP-9554/CBP-9554.pdf

We want the Procedure committee to look into the following issue and give a detailed official response

Additional Information

The 1704 Resolution of both Houses stated that Parliament could not create any new privileges by vote or order that it did not already have.

Do the findings of the above report, show that The Speaker was given a privilege that he never before had, to intervene in or override the Priority of privileges claims that are meant to take priority over all other buisness? Automatically. & Not only if The Speaker allows it to take priority.

Thereby giving the Speaker a new power to control privilege
