The Standing orders of THE HOUSE OF COMMONS Order 87 says that Mr. Attorney General, being a member of the House.

It means and always has meant The House of Commons. They are standing orders only by authority of the House of Commons. Not the other place the other house or the palace or houses.

Additional Information

We checked the list of historic attorney generals going back as far as information is available. All that became peers did so AFTER serving in the position. Except Geoffrey Palmer who appears to have been elected a member and then made a peer for special restoration functions. But the normal practice was returned to immediately after this anomaly.

There are conflict of interests in privilege between both houses described in the book by Carl Wittke Ph.d in chapter V in The History of Privilege
