Cylists being made to pass a profiency test and to make it compulsory for them all to have insurnce

Additional Information

All cyclists must pass written test on the Highway Code.

Must have passed a cycling profiency and hold official Government document with photo of proof.

Must hold insurance equivalent that all other vehicle road users.

Should be dealt with by the courts for breaking the highway code and laws that apply to all other road users.
