Allow qualified driving instructors to also act as examiners to cut test backlog
Create a unified Level 4 qualification for both examiners and instructors to standardise education. Allow instructors to test students (not their own) via a "local swap" system. This clears backlogs, ensures impartial assessment, and uses shared data to improve road safety and pass rates.
We call on the Government to create a "Dual-Certification" framework. This would require both driving examiners and instructors to undergo the same Level 4 standardized training to unify assessment criteria. Once qualified, instructors should be permitted to conduct driving tests for candidates they have not personally taught. This "local swap" model will use shared performance data to address fail hotspots, eliminate the test backlog, and maintain impartiality through DVSA-led audits.
