Council tax for houses with annexes/ granny flats

Additional Information

Why do houses which contain a so called "annexe" have to pay separate Council Tax even when they are only occupied by family members and not used to create a rental stream?
Such properties should be dealt with on a case by case basis and not have a blanket council tax imposed on them.
This needs revising.
