should young offenders be sentenced to prison or community punishment?

Additional Information

I am a student from Brentside High school and this petition is for my GCSE Citizenship controlled assessment. The action that I want the government to take is to give young offenders more of a choice whether prison or community punishment will help them not to reoffend in the near future.
