Overhaul the UK driving test system to ensure fair access to local test centres.
Review the driving test booking system to ensure learners can book tests at their local centres within a reasonable timeframe, and prevent third parties from bulk-booking and reselling tests at inflated prices.
An unprecedented number of learner drivers are competing for too few tests, often having to turn to third-party resellers. Availability is so limited that many remain stuck in the system indefinitely, without a fair chance to pass their driving test.
