Amend the Terrorism Act 2000 to allow proscription of state-backed entities
We want the Government to amend or introduce legislation that enables the proscription of hostile state-embedded organisations as terrorist entities. The current law should be updated to address groups that operate with the practical definition of a terrorist or hostile entity.
The current framework under the Terrorism Act 2000 was designed for non-state actors. This creates a legal barrier to designating entities formally embedded within a foreign state, such as the IRGC, even when they engage in regional proxy activity or threats against dissidents in the UK. Relying on sanctions alone limits accountability. Closing this legislative gap is essential for national security and to ensure the UK can act decisively against all forms of terrorism.
